If it's full but not pumping it's the float switch. It's located under the step so see if it's full ? You can also take the cover off and lift the float to see if the pump comes on?

Everything is repairable so I'd see if the screen can removed and then just install new screen in the frame.

There have been MANY discussions about portable generators on boats and most people agree it's not a good idea. Charlie says it best and it's the operator's responsibility to be safe. I wouldn't do it just too risky.

It's possible you picked up some fishing line which wraps around the prop shaft and cuts the seal causing the leak.
