On my boat, both upholstery panels, on the starboard and on the port, may be yanked w/o removing anything else.
The holes in the fiberglass wall were cut by the factory. Those hose are concealed by the removable upholstery panels. Those large holes in the fiberglass side walls permit access to the plates and fasteners, on the top and on the bottom, for assembly / disassembly.
On my boat I popped a large hole in one of the plates for the 1" ID flexible hose feeding high-volume high-pressure air to my arch, for my cruise ship horns and my tub boat whistle, shown in the second image.
Has the cavity below the arch been examined to see if those large / expensive plates dropped into that void after being unbolted. On my boat I can unscrew then remove stuff to gain access to the void below the arch.
