leaking rudder mounting bolts

I have a 2006 48 Sundancer and water seems to be leaking in from the 4 bolts that secure the rudder in place. has anyone experienced this issue?

It is probably coming from the gland nut that the rudder goe through. It may just need to be tightened up. Worst it would be is change the packing inside . It is a nut approximly 3 inches in diameter.
