Does anyone know what the strap on the port side just in front of the windshield on the 175 sport is for?

If it's for holding the windshield open, I've yet to see a picture where it is being used.

Could that be used to retain the Bimini hoops if folded forward?

I'll have to try that. I didn't think the bimini could be folded forward but I hope that is the case, it would be very convenient.

The snap strap secures the open windshield. If a crosswind should catch it at an angle it could snap back like a rat trap. Searay recommends that the wind shield be closed whenever underway.
