Also, where the access is to get to the float mechanism in  the tank?

The boat should / will have complete access to the tank / wiring. Access will require partial disassembly of the boat.

My initial suspicion would be of failing electrical connections, so that is where I would start, at the sender and at the display.

The linked Owner's Manual has fresh water tank wiring on pages 20 (sender) and 23 (gauge) of 26.
