I had a bottle of Roll-off cleaner leak on my vinyl seat and leave a blue stain i cant get off, dose anyone know what will work to remove this stain?

Try gojo hand cleaner. Put it on the stain and let it sit. Then wipe off. Gojo is my goto for many stains and issues.

what color is your seat vinyl? Spray nine and a stiff brush, magic eraser, bleach last alternative if white. Also, the sun does amazing work for free. Always treat with 303 protectant or something similar after cleaning.

Rinse the seat. Wait till sundown. Rub automatic dishwasher GEL into the stain.
In the morning rinse.

One more idea: magazines left on my vinyl leave ink stains. I use 'Soft Scrub' with bleach and gently rub, then allow to remain wet until the stains fade; then treat with a heavy-duty vinyl cleaner/protectant.
