I have a 85 sedan bridge 340. The upper helm steering is extremely stiff and takes both hands to turn. The lower helm works ok. The upper also leaks shaft seal it spins easily and free when the fluid leaks out. When I refill it it is hard to steer. Any suggestions on what the problem may be?
