Can someone please tell me the function of these holes?

After flushing the motor, I noticed a grayish oily substance.

I was idling in the bayou waiting to trailer and Rosie is a 2 stroke that like to go fast.

Is this oil that didn't burn up or sign of a seal that needs replacing?

I am changing out the gear oil. Then will it be safe to crank her up?

These holes are for discharging residual unburnt fuel I think. Should clear out once you run it some. If it is oil and is consistent in leaking then you would have a concern you should have looked at quickly
