It sounds like a carburetor problem or an intake air leak.
Carefully / safely locate any possible intake air leaks using standard methods.
Has the carburetor been disassembled and cleaned, or rebuilt? Is the float level correct?
On dual engines, it is handy to be able to swap parts between engines to see if the problem tracks the part.
Assuming the flame arrestor is clean...
