I have a 1989 Sea Ray 220 DA. There are 3 clips on each side of the boat, located under the railing, evenly spaced from forward to aft (see attached photo). I suspect they are fender clips. Can anyone confirm that?

You are correct. These are Perko fender clip bases. There is a clip that fits in the bases that you attach to the fender lines.
