I have a 2018 290 SDX OB and the two aft deck scuppers appear to be clogged.  All other scuppers drain without issue.   What is the best method to unclog the scuppers?

A water stream from a garden hose does not correct the problem, perhaps starting w/ hand removal of debris?

I tried the water pressure from a hose but it did not work. Is it ok to run a roter rooter cable into the cavity?

That would not be my first choice. It will probably destroy the scupper flap.

What about a wet / dry vacuum, pulling from the outside?

The rubber scupper flaps should be possible to unscrew, permitting cleaning and possible replacement for damage / deterioration.

I've had good luck by just creating air some pressure in the line. This can either be positive air pressure from the inside, or negative/vacuum from the outside. It's usually algae, and "gunk" clogging them and keeping them from draining. I think your vacuum suction idea from the outside may work well if you can get a good seal. It shouldn't take a lot of pressure to do the job. Unscrewing/removing the scupper flap is also a good idea to give you access to cleaning.
